Answer: While the study looks at status and progress in relevant sectors at the national and CLMV level, it is recognized that meso-level data (or sample of data) may be required. The consultant is free suggest the most strategic level of data collection and analysis, based on his/her knowledge, experiences and consultation in the respective countries. Question: Is the consultant expected to travel to Cambodia, Lao PDR, Myanmar, and Viet Nam? Answer: Not at this moment due to the widespread travel restrictions across the region due to the pandemic. Only when travel restrictions are relaxed, the consultant would be allowed to travel. Status : Completed. Driven by technological advances, the Fourth Industrial Revolution (4IR) has brought about unprecedented, rapid, transformative, and irreversible changes to the way we produce, work, and interact. A new chapter in human development, the phenomenon merges physical, digital, and biological worlds in ways that create both huge opportunities and challenges, and requires a paradigm shift in policy responses, governance, and regulations. The magnitude of such shift was not as visible in 2015 when the ASEAN Economic Community Blueprint 2025 was finalised. Notwithstanding highest political recognition given by the ASEAN Leaders on the importance of the 4IR in 2017, as well as the increase in number of 4IR-related initiatives across the three pillars of the ASEAN Community in recent years, there has yet an overarching, or umbrella, document that guides ASEAN’s work on the 4IR. Given the rapidly changing pace of technological development and the indispensability of these new technologies in our work, lives, and daily interactions, the need for a coherent narrative for ASEAN in addressing the 4IR is becoming more urgent, and is not something to be addressed only in the successor document of the ASEAN Community Vision 2025 or its corresponding blueprint. To this end, there is a shared understanding on the need for ASEAN to develop a coherent strategy that will clearly and holistically articulate ASEAN’s 4IR agenda and directions to both internal and external stakeholders to garner their support for effective implementation. Status: Completed. The IAI Work Plan III (2016-2020) is expiring on 31 December 2020. There is a need to prepare a new IAI Work Plan, which will chart the strategic objectives, specific targets and indicators for the remaining period of the ASEAN 2025 – Forging Ahead Together. This project consists of two main components: (1) development of the new IAI Work Plan, which will be an attendant document of the ASEAN 2025 – Forging Ahead Together; and (2) development of the IAI Implementation Plan and project proposals to address identified prioritised actions in the new work plan. As a result of this project, the IAI Work Plan IV (2021-2025) has been adopted by the ASEAN Leaders at the 37th ASEAN Summit on 12 November 2020. The Implementation Plan has also been finalised. The project undertook in-depth assessments to complement preparation of selected project proposals from the IAI Work Plan IV. Status: Ongoing By end 2020, ASEAN is expected to: (i) conclude the implementation of the ongoing ASEAN Minerals Cooperation Action Plan (AMCAP-III) Phase 1: 2016-2020 with the delivery of a well-maintained, and up-to-date minerals database and information system, and, (ii) adopt a new AMCAP-III Phase 2: 2021-2025 as the next blueprint for ASEAN minerals cooperation. This project proposes to help meet these requirements through the conduct of: (i) a study on the Development Prospects of ASEAN Minerals Cooperation (DPAMC), and, (ii) scoping and analysis to design an enhanced ASEAN Minerals Database and Information System (AMDIS). Component 1 will produce a report to stock-take existing ASEAN minerals development and cooperation and propose corresponding regional strategies and measures to pursue the study’s recommendations under AMCAP Phase 2. Component 2 will serve as an initial step to eventually deliver an enhanced AMDIS that shall serve as the central repository and primary communication platform for ASEAN minerals cooperation as well as in minerals trade and investment.
