Status: Completed This project supports the establishment of a monitoring and evaluation capacity in the Secretariat and in Member States for achieving the ASEAN Economic Community (AEC) goals. As ASEAN nears the setting up of the AEC in 2015, regular monitoring and evaluation of progress is important. This project helps ASEAN carry out some important data collection, key monitoring and analytical studies, and in parallel build capacity among ASEAN Secretariat (ASEC) and the ASEAN Member States. The project produces an ASEAN Trade Integration and Facilitation Monitoring and Assessment Report, develops a database and indicators of actual trade services, regulations and restrictions in ASEAN priority services sectors and produces an ASEAN Services Integration Report. The project includes a series of capacity building activities for ASEC and ASEAN Member State officials. This project was completed in the last quarter of 2015. Status: Completed. The project supports the ASEAN Secretariat (ASEC) in strengthening its corporate business processes through a study that will analyse the needs and assess the feasibility of establishing an integrated, transparent information technology automation mechanism. This project: i) analyse the existing business processes and IT system in ASEC, ii) conduct an assessment of ASEC’s current needs as well as future needs and requirements within the context of ASEC’s mandates and strategies, and iii) assess institutional roles and identify capacity development needs. It recommends options for a suitable Enterprise Resource Planning (ERP) system for ASEC based on identified business and operational drivers. Status: Completed. This project will support the ASEAN Secretariat (ASEC) in strengthening its current financial accounting and reporting policies and practices. ASEAN Member States have decided to adopt International Public Sector Accounting Standards (IPSAS) for ASEC’s financial accounting and reporting as a key step to achieve high quality public sector financial reporting standards. This measure will also ensure that implementation of ASEAN cooperation programmes and their outcomes contribute towards the achievement of the goals and objectives of the ASEAN Community. The entry into force of the ASEAN Charter in 2008 has had a significant effect on the roles and operations of ASEC. As the 2015 target date for the achievement of the ASEAN Community approaches, the number and range of activities to be undertaken will increase and intensify. This in turn will place increased demands on the nature of ASEC’s support. This Project is aimed to: Assess the current organisational climate at ASEC and its managerial systems; critically analyse ASEC needs and the present ability of the ASEC structure and systems to meet them; identify and prioritise particular problematic areas; develop an overall strategy for organisational development at ASEC; propose specific activities to meet the organisational development needs of ASEC; and propose a multi-year work plan and indicative budget for organisational development activities to be supported by AADCP II and other dialogue partners.
