National and regional consultations for the development of the IAI Work Plan III

2015 marks the end of the Initiative for ASEAN Integration (IAI) Work Plan II, which covered the period of 2009-2015. With it comes the need to start formulating a new Work Plan III for the period of 2016-2020. Based on lessons learned from previous IAI Work Plans, a more strategic approach is adopted for the development of the new Work Plan. This approach, which aims to ensure ownership and improve focus on outcomes and impact, includes close consultations with regional and national CLMV stakeholders. Through AADCP II support, a series of “policy labs” have recently taken place in the CLMV countries: in Vientiane-Lao PDR on 10-11 March 2016, in Phnom Penh-Cambodia on 14-15 March 2016, in Nay Pyi Taw-Myanmar on 17-18 March 2016, and in Hanoi-Vietnam on 21-22 March 2016. These policy labs aims to develop and prioritise specific actions in five proposed prioritised strategic areas, which include rural economies, MSMEs (Micro, Small and Medium Enterprises), trade facilitation, education and labour market, health and well-being. Each policy lab was attended by between 15 to 25 government officials from various relevant ministries. The policy lab participants had intense discussions and produced a short list of focused actions, which will be the basis for developing the IAI Work Plan III. [Re-advertised] Global Recognition of Quality Assurance Systems for ASEAN Fruit and Vegetables (ASEAN GAP): Establishing Common Certification and Accreditation Mechanisms

Scope of Service The consultancy will be undertaken over a continuous effective period of 12 calendar months with approximately 10 person weeks of professional services covering all deliverables. Work will commence immediately after contract signing. A maximum of two teams/individual contractors will be hired to implement the project. Interested contractors can bid on one work area only (either ASEAN GAP Certification or ASEAN GAP Accreditation) or both.
