Scope of Service The consultancy will be undertaken over a continuous effective period of six (6) calendar months with approximately 16 person weeks of professional services. Work will commence immediately after contract signing. Qualification The bidder must demonstrate the following qualifications: Extensive experience in strategic planning for a large-scale multi-year development program, particularly in the ASEAN region; Experience in facilitating high-level strategic planning discussions/workshops amongst a large amount of stakeholders with varying levels of involvement representing different political interests; Demonstrated ability to develop and maintain sound working relationships with stakeholders particularly senior government officials, parliamentarians and other identified stakeholders; Writing a work-plan document for a regional (inter-governmental) organisation; Gender mainstreaming into economic and socio-cultural projects; Developing M&E framework, particularly identifying indicators and means of verification (MOV); Familiarity with ASEAN and its work on economic community building; Understanding of the Initiative for ASEAN Integration (IAI) issues and CLMV context; A thorough understanding of ASEAN Secretariat and AADCP II procedures will be considered added value. This report details the status of intra-ASEAN infrastructure, with a special emphasis on the initiatives outlined in the Master Plan for ASEAN Connectivity (MPAC), and highlights the potential role the private sector might have in helping ASEAN to meet its infrastructure requirements. Increased FDI flows can be achieved through a number of different approaches. One such approach is outsourcing: the contracting out by a firm of certain business functions, previously undertaken in-house, to an external provider. AADCP II supports efforts to increase outsourcing activities within ASEAN Member States. Through the Outsourcing Opportunities in ASEAN project, a comprehensive analytical study on manufacturing outsourcing opportunities in ASEAN had been undertaken, with the aim to enhance understanding of outsourcing in general and outsourcing opportunities in ASEAN production networks. As a result, a Regional Report has been produced, highlighting the strategic and tactical positioning of ASEAN to be more competitive in outsourcing industries. The report includes strategic analysis and vision for ASEAN through understanding and measuring “outsourcing” as an economic activity and its impact on economies and the concept of “competitiveness”, an assessment of the current outsourcing situation in ASEAN particularly relative competitiveness in relation to the cross-border outsourcing of goods and services, and identification of factors that affect an outsourcing decision and influence the success of outsourcing activities. It contains practical policy recommendations at both regional and national levels. This will lay a platform and provide some guidance for the post-2015 economic policies of ASEAN Member States (AMS). Background With the increasing population in ASEAN, the demand for agriculture products is expected to more than double in the next twenty years, offering rural small-scale farmers an opportunity to transcend absolute poverty. With the embarking of ASEAN Economic Community by 2015, which will develop the region into a single market and production base in goods and a competitive economic region with more equitable economic development, the agriculture sector plays a key role in this regional architecture. Through the ASEAN Economic Community (AEC) Blueprint, adopted by the ASEAN Leaders, the ASEAN Cooperation in agriculture will focus its efforts on the promotion on intra-ASEAN and external trade, improving competitiveness, quality assurance and ensuring safety standards of farm produce. The global demand requires not only for more agriculture products but also good quality products. However the lack of good agriculture practices and standards is considered as a key impediment for ASEAN agriculture development. In responding to these obstacles, the ASEAN Ministers of Agriculture and Forestry (AMAF), in 2006 and 2014, has endorsed the ASEAN Agricultural Best Practices, which consist of Good Agriculture Practices (GAP), Good Animal Husbandry Practices (GAHP) and the Good Aquaculture Practices (GAqP) as tools to improve quality assurance, enhance quality of products, and minimise hazards in food safety, environmental impacts, and worker health, safety and welfare. It is important to note that these standards are process standards. The ASEAN GAP for instance, is a standard for the production, harvesting and post-harvest handling of fruits and vegetables. These standards are developed at the regional level and when AMS do not have their national standards, these regional standards are usually adopted as national standards. Status: Completed. At the 25th ASEAN Summit in Nay Pyi Taw in November 2014, ASEAN Leaders tasked the ACCC to undertake a comprehensive review of the implementation of the MPAC and formulate a Post-2015 agenda for ASEAN Connectivity. The Post-2015 agenda for ASEAN Connectivity will provide ACCC with strategic directions on collaborating with the various related agencies at the regional and national level, as well as other key stakeholders including the private sector. As ASEAN Connectivity comprises of cross-cutting activities involving various ASEAN Sectoral Bodies/Working Group, the Post-2015 agenda will ensure that activities are planned, coordinated and monitored in a systematic manner, to establish a truly-connected ASEAN region in the most effective and efficient manner. As an outcome of this project, the Master Plan of ASEAN Connectivity (MPAC) 2025 has now been finalised. It has been adopted by the ASEAN Leaders on 6 September 2016 in Vientiane, Lao PDR.
