Needs and Objectives The goal of this project is to facilitate cross-border e-commerce transactions in the ASEAN region, and contribute to creating an environment of trust and confidence in the use of e-commerce in the ASEAN region.It is expected that the Work Plan will enableACCEC to guide discussions on how to advance the implementation of the ASEAN Agreement on E-Commerce over the next five years both at regional and national level. Outputs The main output of this project is the Work Plan on the Implementation of the ASEAN Agreement on E-commerce in 2021 – 2025. In order to deliver the output, the project will produce the following deliverables: Inception Report conceptualises the overall approach, detailed framework, and preparation of work plan, management plan and budget; Mapping Study (as a baseline in developing the work plan) stocktakes regulatory frameworks relevant to e-commerce in each of AMS and identify best practices and/or guidelines both within ASEAN and beyond; The Work Plan on the Implementation of the ASEAN Agreement on E-commerce in 2021 – 2025; and Project Completion Report provides details of all completed project activities, captures lessons learned from the project and provides recommendations for follow-on projects relevant to the implementation of the ASEAN Agreement on E-commerce 2021-2025. Needs and Objectives The goal of this project is to facilitate trade and enhance efficiency for the movement of goods in ASEAN. The project will benefit a number of stakeholders, including policy-makers, technical experts, and the private sector. The key stakeholders relevant to the project may include the ATF-JCC, Coordinating Committee on the Implementation of the ATIGA (CCA), Senior Economic Officials’ Meeting (SEOM), ASEAN Consultative Committee on Standards and Quality (ACCSQ), Senior Officials Meeting of the ASEAN Ministers on Agriculture and Forestry (SOM-AMAF), Senior Officials Meeting on Health Development (SOMHD), and ASEAN Connectivity Coordinating Committee (ACCC). They may be involved involved in the consultation process to provide relevant information, data, and views. As a result of the project, it is expected that the stakeholders and beneficiaries will have (i) a better understanding of the impact of trade-distortive barrier effects on regional trade and find a way forward at a regional approach to reduce the compliance costs incurred to exporters, and (ii) an enhanced capacity to assess and quantify the impact of proposed NTMs. It is envisaged that the relevant ASEAN sectoral bodies will use the methodologies to assess and quantify the potential trade barrier effects of proposed NTMs, which would facilitate policy-makers to determine how best to address or treat the measures, and to make well-informed decisions based on data-driven empirical evidence. Needs and Objectives The overall goal of this project is to support the implementation of the ASEAN GAP. Following the development of the ASEAN GAP standard and its adoption in AMS, this project is expected to establish and promote the adoption of the supporting mechanisms, specifically common certification system in the AMS. It is envisaged that the ASEAN GAP Certification training program will be institutionalised within AMS agriculture training centers. In the short run, it is expected that that there would be better understanding and capacities of government officials to implement a common certification mechanism in ASEAN and promote uptake of ASEAN GAP. Specifically, that auditors and certifiers will possess the knowledge and skills to undertake the task of certifying ASEAN GAP compliant farms. Outputs The outputs of this project includes the following: i) Generic training program/curriculum based on the ASEAN GAP Certification Manual, inclusive of the study guides and questions; ii) Detailed (step by step) trainers’ guide including: a. “flight plan” (topics to be delivered with prescribed time allocation); and, b. teaching notes with suggested exercises/activities and corresponding session plans; and, iii) Set of PPT materials that are ready for uploading The materials will be tested and validated in a pilot training with GAP certifiers/auditors/inspectors preferably with training background (including those from agriculture training centers) as participants from AMSs with a view that the information and knowledge will be cascaded to others in their respective countries. Purpose The key purpose of this study is to document and build knowledge on the utilisation of IAI-WP III and its influence to changes in national plans, policies, systems and practices to understand the extent to which AADCP II support has contributed to changes in plans, policies, systems and practices in IAI-WP III’s strategic priorities particularly MSMEs, Food and Agriculture in selected CLMV countries. The study will primarily be used by AADCP II and the Australian Department of Foreign Affairs and Trade (DFAT) to understand how Australian-funded projects have contributed to change. It will be useful for the Australian Government aid program as a form of accountability to its stakeholders, and determine the effectiveness of AADCP II support in IAI, and in relevant sectors in the IAI-WP III. It will also be useful for determining future Australia/ AADCP II interventions in IAI and NDG. Results of the case study will be shared with ASEAN to contribute to the finalisation and subsequent implementation of the IAI Work Plan IV, which is currently being drafted. Process and Timeframes This study will be primarily undertaken through a desktop review of relevant documents and by conducting interview consultations with key informants (preferably via phone/ video conference call) to collect data on the utilisation of IAI-WP III by CLMV government and its influence to policy. Duties and Responsibilities Lead identification, preparation, initiation, and implementation of projects pertaining to AADCP II work streams. This includes development of terms of reference/ scope of work, procurement, and implementation oversight as well as development/drafting of reports for projects that are not contracted to implementers.
