Needs and Objectives The Objective of the Support Unit is to ensure that ACRF Implementation is supported with a strong monitoring and evaluation. The role of the Key Expert in ensuring the effective monitoring and evaluation is crucial as s/he will lead the development and implementation of the M&E Framework. Project Management The project will be funded by the ASEAN-Australia Development Cooperation Program II and managed by AIMD. The Key Expert will report directly to AIMD. AIMD will act as the ASEC key focal point for the project. It will: manage project implementation and monitor progress of the consultancy work; provide technical supervision to the project; assist/facilitate introductory consultation meetings with key Member States/ASEAN bodies focal points; and provide over-all guidance on the presentations and meetings. The Key Expert will be responsible for organising and conducting the scheduled activities in collaboration with the ASEAN Secretariat. The preparation of the project outputs will be the main responsibility of the Key Expert with inputs from AIMD. AADCP II will monitor progress from the perspective of the use of AADCP II resources, and provide implementation support to the AIMD accordingly. Needs and Objectives The ultimate goal of the project is to promote a trusted e-commerce environment across ASEAN by eliminating bad or unfair trade practices while strengthening protection for online commerce consumers. The project is expected to enable ASEAN particularly ACCEC in advancing the establishment of regional trust mark scheme by providing tailored practical recommendations on a comprehensive trust mark mechanism. Project Management The project will be funded by AADCP II and managed by ICT & Tourism Division of ASEC. The consultant will be responsible for organising and conducting the scheduled activities in collaboration with the host countries and ASEC. Scope of Services The consultancy will be undertaken over a continuous effective period of five (5) calendar months with approximately 115 working days or 23 working weeks of professional services. Work will commence immediately after contract signing. Bidding Interested consulting firms are invited to submit a proposal in response to these Terms of Reference. This proposal should be in two separate parts: Technical and Financial components. Needs and Objectives The implementation of the CLMV Development Framework will pave the pathway to the establishment of CLMV as an Advanced Global Business Hub, as envisaged by the Vision 2030. The Project will support CLMV SEOM in the implementation and monitoring of the CLMV Development Framework by developing a clear, specific, measurable, and achievable action plan covering the period of January 2022 to December 2025. The Project will contribute to the ASEAN Economic Integration Agenda (AEC Blueprint and corresponding sector plans), Master Plan on ASEAN Connectivity (MPAC 2025), ASEAN Comprehensive Recovery Framework (ACRF), and the IAI Work Plan IV (2021-2025). The Implementation Plan shall also further contribute to achieving the Vision 2030 set in the Framework and the Sustainable Development Goals (SDGs). It is envisaged that the Implementation Plan will contribute to deepening cooperation and overcoming the challenges faced by CLMV countries, as well as enhancing regional integration capacity, bridging the development gap within ASEAN, and improving better livelihoods of ASEAN peoples as well as maintaining peace, stability, and prosperity in the region. Qualifications and Experiences In its proposal, the bidder must demonstrate the following qualifications and expertise: An advanced degree with academic qualifications in public policy, development economics, and/or monitoring and evaluation studies; Extensive experience in conducting (preferably leading) M&E and public policy research and analysis on public sector programs/ issues of similar size and scope; In-depth knowledge and practical experience in integrating gender, environment and social inclusion dimensions in project implementation and M&E, particularly in the context of COVID19 pandemic, is considered an advantage. A thorough understanding of ASEAN and ASEC structure, procedures and mechanism, particularly those relevant to the ACRF M&E, will be considered added value. Strong leadership, management, and administrative capabilities and experience. Strong analytical and problem-solving skills in a complex organisational environment and in work planning. Reporting The consultant is expected to produce reports in accordance with Section III and IV above. The timing of delivery is indicative and can be adjusted when the consultant’s work plan is developed, subject to mutual agreement. All reports will be submitted based on ASEAN-Australia Development Cooperation Program Phase II (AADCP II) Guidelines for Contractors in draft format to ICT & Tourism Division of ASEC (with a copy to AADCP II) and, following ASEC’s approval, in final form. All outputs and reports must be suitable for publication, although the decision on publication lies with the ASEAN. The contractor will also provide regular (weekly, bi-monthly or as agreed with ASEC) summation of activities undertaken and issues that have arisen. These will be submitted to ICT & Tourism Division and AADCP II via email. Financial reports will be submitted at invoicing in line with a payment schedule to be specified in the Special Services Agreement (SSA).
