Needs and Objectives The objective for this assignment is to provide IAI Task Force, especially CLMV representatives, with a deeper understanding of the current state of awareness and adoption of digital technology relevant to MSMEs, and their integration in the global value chain. The assessment will help CLMV prepare welldefined, evidence-backed project proposals, in line with the objectives of the relevant IAI Work Plan Action. Reporting In addition to the project output described in Section III, the Consultant will be expected to submit an Inception Report and a Project Completion Report, according to the timeline set out in Section IV. These reports will be submitted based on AADCP II Guidelines for Contractors in draft format to the IAI & NDG Division (with a copy to AADCP II) and, following the ASEAN Secretariat approval, in final form. All outputs and reports must be written in a way that is suitable for publication, although the decision on publication lies with the ASEAN. The contractor will also provide regular (weekly, bi-monthly or as agreed with the ASEAN Secretariat) summation of activities undertaken and issues that have arisen. These will be submitted to IAI & NDG Division of the ASEAN Secretariat and AADCP II via email. Financial reports will be submitted at invoicing in line with a payment schedule to be specified in the Special Services Agreement (SSA). Duties and Responsibilities: The Contracts Officer’s duties will cover, but are not limited to, the following: Assist in negotiating, drafting and finalizing agreements and contracts for the best interest of ASEAN. Provide technical and oversight support relating to finance management and program expenditure of the agreements and contracts under AADCP II. Monitoring contract performance and advising compliance with the contract terms and conditions. Maintain and update all procurement files and records and other contracts. This include maintaining the database of contracts entered into by ASEAN and other entities. Provide assistance and guidance to AADCP II and ASEC’s relevant divisions in the improvement of procurement systems of goods and services. Provide support to the General Legal Affairs Division in carrying out its day to day functions and roles to support ASEAN and ASEC. When assigned, provide general legal assistance to ASEAN-related bodies (e.g ASEAN Foundation, ASEAN Institute for Peace and Reconciliation, ASEAN Center for Energy, etc.) Receiving and processing all external request/application for the use of ASEAN name as well as maintaining the database of those request/application(s). The assessment will help CLMV prepared well-defined, evidence-backed project proposals, in line with the objectives of the relevant IAI Work Plan Action. Project Management The project will be funded by the ASEAN-Australia Development Cooperation Program II and managed by the IAI & NDG Division of the ASEAN Secretariat. The consultant should be responsible for organising and conducting the scheduled activities in collaboration with the host countries and the ASEAN Secretariat. NEEDS AND OBJECTIVES This project aims to provide consumer protection agencies, as well as other government institutions/ agencies with consumer protection responsibilities, with the knowledge and skills required for them to create and implement policies that enables effective consumer law enforcement. It will prepare two training modules, comprising a set of instructional materials and tools, for use by consumer protection agencies and agencies with consumer protection responsibilities in training and/or enhancing the existing capacities of their staff. It is envisaged that the modules will be used by trainers with more than 5-year experience to train the intended learners, which are personnel with 2-5 years functional experience dealing with consumer protection issues with identified needs to improve their professional competence. These would include staff rendering front line services involving public relations, consumer assistance and complaints management. These new modules, once completed, will be validated and tested through a workshop or Train the Trainers (ToT). The ToT will be attended by relevant government officials with sufficient knowledge and experience to help refine the modules prior to their finalization. For future replication of the training at the national level, there is an intention to tap some participants of the ToT as potential trainers in their respective agencies. Most of them may not have teaching/training experience, which should be taken into consideration in the development of the modules.
