The ASEAN Secretariat is seeking qualified ASEAN Nationals to fill a number of positions as part of the Programme Planning and Monitoring Support Unit (PPMSU) for the Australia for ASEAN Futures (Economic and Connectivity) programme (Aus4ASEAN ECON): Program Coordinator (PC), one (1) position: The PC manages the program team under the PPMSU and coordinate their inputs together with the program’s panel of experts/ technical specialists. The PC is responsible for coordinating Aus4ASEAN Futures programming cycle, including project development planning, preparation and management. This position will report to the Program Director. Senior Operations Officer (SOO), one (1) position: The SOO manages all daily operations at Aus4ASEAN Futures to ensure the program’s efficient and effective operations. This position will be responsible for anchoring the operations team (both PPMSU staff and ASEAN Secretariat project staff funded by the program) with robust management of human resource, financial, assets and inventories, procurement, contracting, office operations, logistics and administration. Since Aus4ASEAN Futures program uses ASEAN Secretariat systems, the SOO will be expected to regularly coordinate with relevant ASEAN Secretariat staff on operational matters. The SOO will report to the Program Director. Senior Program Officer (SPO), three (3) positions: to provide technical support to the Aus4ASEAN Futures program and the ASEAN Secretariat for development, coordination and management of projects. TENDER ANNOUNCEMENT: Benchmarking Guidelines on Unique Business Identification Numbers in ASEAN Member States – Phase I

Needs and Objectives The project will assess the current state of play in business registration and licensing processes in AMS focusing on the issuance and usage of UBINs to streamline the processes. It is important to note that this project forms part as a preliminary phase to establish regionally comparable and recognised UBINs in the region, in line with the last component of the Work Programme, and serve as the fundamentals to advocate for regional cooperation. The project aims to gain deeper insights and understanding of the current landscape of business registration and licensing processes and procedures in each AMS, focusing on the deployment of UBINs, establish the business case for mainstreaming the usage of UBIN among the agencies and regulatory bodies involved in business registration and licensing, and laying the groundwork for regional cooperation, recommending pilot projects between ready and interested AMS. The said regional cooperation framework should be built on the existing UBIN systems used by the AMS. In the long run, it is expected that this project will lead to the increased utilisation of digital business identities through UBIN, which in turn will improve cross-border trade for ASEAN businesses, promote trade and investment and access to finance. DEADLINE EXTENDED: TENDER ANNOUNCEMENT: Development of ASEAN Smart City Investment Toolkit

Needs and Objectives The goal of this project is to advance the smart and sustainable cities development by bridging the investment gaps for city projects. As a result of the project, that ASCN and other ASEAN cities would have better understanding and make informed decisions about appropriate financing options and strategies for smart city initiatives. Reporting All reports will be submitted based on AADCP II Guidelines for Contractors in draft format to the ASEAN Connectivity Division of the ASEAN Secretariat (with a copy to AADCP II) and, following the ASEAN Secretariat approval, in final form. All outputs and reports must be suitable for publication, although the decision on publication lies with the ASEAN. The timing of delivery is indicative and can be adjusted when the consultant’s work plan is developed, subject to mutual agreement. The consultant will also provide regular (bi-weekly, monthly or as agreed with the ASEAN Secretariat) summation of activities undertaken and issues that have arisen. These will be submitted to the ASEAN Connectivity Division and AADCP II via email. Financial reports will be submitted at invoicing in line with a payment schedule to be specified in the SSA. DEADLINE EXTENDED: TENDER ANNOUNCEMENT: Development of the ASEAN Certification and Accreditation Schemes for Halal Food

Needs and Objectives The project intends to enhance intra-regional trade as part of integration efforts, and facilitate greater assurance of Halal Food through the development of the ASEAN Halal Food certification and accreditation schemes which are intended to guide AMS in facilitating the recognition of Halal Food standards and its implementation. It is expected that through this project, AMS would be better equipped to promote the harmonisation and/or standardization of halal certification and accreditation systems in the region, leading to increased adoption and acceptance of the ASEAN General Guidelines on Halal Food including among producers and consumers. Together with AADCP II, the ASEAN Secretariat, will engage the services of an entity or firm to support the preparation of the project outputs, namely: i) Assessment Report of Halal Certification and Accreditation Schemes in AMS; ii) ASEAN Certification Scheme for Halal Food Recognition Mechanism; and, iii) ASEAN Accreditation Scheme for Halal Food Recognition Mechanism. Scope of Services The consultancy will be undertaken over a continuous effective period of up to 10 calendar months with approximately up to 70 days of professional services covering all deliverables. Needs and Objectives The purpose of this project is to assess and track the progress towards the outcomes of the IAI Work Plan III which will provide better picture of IAI Work Plan III’s contribution in narrowing the development gap in ASEAN. The project will enable IAI beneficiaries, donors, and the IAI Task Force to make informed decisions in improving the performance of the remaining ongoing projects under the IAI Work Plan III as well as in guiding/directing effective implementation of the IAI Work Plan IV (2021-2025). Outputs The expected output is a Report of the Final Assessment of the IAI Work Plan III Outcome, covering all five strategic areas, which will include: a) Assessment on the outcome metrics in both absolute and relative performance to provide complete picture of country progress and the extent that IAI Work Plan III have contributed to narrow the development gap among the ASEAN Member States. This should include sets of data or database and source of data compiled for the outcome metrics assessment; b) Identification and analysis of challenges and constraints, affecting the outcome achievements, as well as lesson learnt, amd areas requiring further actions; c) Recommendation based on the assessment result, including proposed revisions/adjustments of outcome metrics and monitoring processes and tools. TENDER ANNOUNCEMENT: Development of the ASEAN Plan of Action in Science, Technology and Innovation (APASTI) 2026-2035: Phase I

NEEDS AND OBJECTIVES The project would contribute to strengthening of the integration and cooperation agenda of ASEAN’s STI capabilities. This will include supporting all AMS to leverage the use of STI to share knowledge, research and development, technology transfers, as well as the application of STI to addressing ASEAN’s economic and social needs. These may include: 1) Identification of technology and industry needs 2) Strategic technology research and development 3) Industry and ecosystems development 4) Technology transfer issues 5) Technology enterprise issues It is expected that as a result of this project, COSTI is better able to determine the direction, strategy and framework for the development of ASEAN’s STI sector in the future, specifically in the preparation of the APASTI 2026-2035. REPORTING In accordance with Section III and IV above, the consultant is expected to submit the following report: Inception Report, which outlines overall approach to the project, activities to be undertaken and their sequencing, outputs and deliverables, staffing and management plan, and project budget; Regional Workshop Report; and Project Completion Report, which describes project achievements against the project’s original intended purpose and outputs.
