NEEDS AND OBJECTIVES This project aims to provide consumer protection agencies, as well as other government institutions/ agencies with consumer protection responsibilities, with the knowledge and skills required for them to create and implement policies that enables effective consumer law enforcement. It will prepare two training modules, comprising a set of instructional materials and tools, for use by consumer protection agencies and agencies with consumer protection responsibilities in training and/or enhancing the existing capacities of their staff. It is envisaged that the modules will be used by trainers with more than 5-year experience to train the intended learners, which are personnel with 2-5 years functional experience dealing with consumer protection issues with identified needs to improve their professional competence. These would include staff rendering front line services involving public relations, consumer assistance and complaints management. These new modules, once completed, will be validated and tested through a workshop or Train the Trainers (ToT). The ToT will be attended by relevant government officials with sufficient knowledge and experience to help refine the modules prior to their finalization. For future replication of the training at the national level, there is an intention to tap some participants of the ToT as potential trainers in their respective agencies. Most of them may not have teaching/training experience, which should be taken into consideration in the development of the modules. Needs and Objectives This undertaking will contribute in addressing the lack of adequate communication materials on ASEAN initiatives. ASEC and AADCP II are seeking the services of a part-time Video Infographer to support communication objectives. The Video Infographer will be responsible to ensure that the products clearly communicate the key messages, are visually appealing and engaging, and designed in-line with ASEC and AADCP II requirements. The key audience for these communication products include the ASEAN Sectoral Bodies and Working Groups, ASEAN Dialogue Partners and representatives of the AMS, the private sector, academe, non-governmental organisations and the general public. TENDER ANNOUNCEMENT: Study on the Impact of Australian Support for Infrastructure Policies and Practices in Selected ASEAN Member States

Scope of work This study will take stock of the changes that have taken place in the policy, practice and capabilities of relevant ministries in sample countries, maximum three AMS as a result of the two AADCP II-supported projects mentioned above. The selection of sample countries will be undertaken once the consultants have been engaged. On the “Establishing Initial Rolling Priority Pipeline of Potential ASEAN Infrastructure Projects project”, the study does not aim to track implementation progress of the pipeline projects, rather it will look at institutional changes that have taken place, as a result of both projects. These institutional changes can take form in a change of practice, capabilities (institutional and individual), policies and regulations, guidelines and network/ relationships. The study will also look at initiatives by other actors in relevant areas, and key factors including challenges and surrounding context, as appropriate. The indicative questions identified for the study are set out below. The study will answer the following questions: How relevant and timely were the two projects in helping the three selected countries in identifying and addressing challenges in implementing their priority infrastructure projects and promote infrastructure productivity? Advisor for Strengthening ASEAN Secretariat Capacity in Ensuring Effective Implementation of the AEC Blueprint 2025

Tasks and Activities Under the overall guidance of the DSG AEC, the Advisor will be responsible in leading the development, initiation, and implementation of strategic advisory activities on issues pertaining to regional economic integration particularly those related to trade and investment integration. The Advisor will also lead capacity building and outreach activities. The Advisor will perform the following tasks: Provide policy and strategic advisory service to the Secretary General of ASEAN and DSG AEC on pending, cross-cutting and emerging issues pertaining to ASEAN Economic Integration particularly those pertaining to trade and investment integration which are crucial in ensuring effective and timely implementation of the AEC Blueprint 2025.
