Needs and Objectives This project will produce a publication to mark the 50th anniversary of ASEAN entitled: “ASEAN at 50: A Historic Milestone of FDI and MNEs in ASEAN,” that presents data and analysis on FDI flows in the region over the last five decades, tapping MNEs and ASEAN companies as engines for regional economic development, by presenting an evaluation on what has been achieved, how challenges have been addressed, and offer an analysis of FDI and MNE development in the context of the AEC in the process leading to stronger regional integration, regional production networks, by focusing on several key themes. Scope of Services The consultancy will be undertaken over a continuous effective period of 10 (ten) calendar months with approximately 21 (twenty-one) person weeks of professional services. Needs and Objectives AADCP II is commissioning a set of instructional materials and tools for use by consumer protection agencies and agencies with consumer protection responsibilities in training and/or enhancing the existing capacities of their staff. Specifically, the consultant will be responsible for: Preparation of a training structure and content taking into account the goals and objectives as well as the intended participants. The course content will be delivered through short lectures, group discussions, group presentations, case studies, role- play, simulation and skill practices during the training. Review of an existing draft training modules in six key areas: namely i) consumer credit and banking, ii) environment, and iii) professional services, iv) healthcare, v) e-commerce, and vi) product safety and labelling, to ensure there is consistency and smooth flow of the materials as well as better readability; Separation of the contents into logical components or training modules and design of a series of instructional materials; Preparation of training session plans with indicative time that needs to be allocated for each concept/sections of the modules; and Development of evaluation forms including questions regarding relevance and effectiveness of training materials, whether the material covered the professional needs of the participant. FREQUENTLY ASKED QUESTIONS AADCP II PROJECT CONSULTING TENDER Are firms located outside ASEAN member states eligible to apply for AADCP II-supported consultancy project? Yes. Can consortiums apply to AADCP II-supported consultancy project? Yes. Can AADCP II provide budget estimate for the project? No. Is there a format or template for the proposal/ bid submission? No. Any format, including text and slide handouts, is acceptable as long as the document contains the required information as requested in the Terms of References (TOR). It is stated in the Terms of Reference that “Costs will be based upon prevailing ASEAN Secretariat (ASEC) rates.” What costs does this sentence refer to? This sentence refers to reimbursable costs, which include per-diems (daily subsistence allowance/DSA), transportation and other non-services costs. This does not include professional fees. In relation to this, reimbursable costs do not need to be included in the proposal/bid, since this will not affect the assessment of the proposals. What is the ASEC rate? ASEC have annually-set guidelines and rates in calculating per-diem, which will apply to all AADCP II projects and consultants. The guidelines and rates will be made available to the winning bidder at the contracting stage. What should be included in the professional fee? The professional fee should include the service fee of experts and any applicable management fee and personal/travel/health insurance. ATPRS is a web-based portal that serves as a job-matching platform between the hotel/tourism industry and ASEAN Tourism Professionals (ATP). This portal will have the following functions, among others, to support full implementation of MRA: Registration of ATP; Maintain records and information on ATP, including those hired by the industry (employer); Provide a platform for matchmaking between ATP and Industry (potential employer); Registration of ASEAN certified Master Trainers and Master Assessors; Registration of education/training institutions based on MRA-TP; Verification of ATP, National Trainers, National Assessors, and education/training institutions by respective Tourism Professionals Certification Board; Verification of Master Trainers, Master Assessors and Industries subscription by the ASEAN Secretariat/Regional Secretariat; and Pool of information on the implementation of MRA-TP with a wide range of online resources, e-learning modules with distance learning facility, communication tools including available toolboxes, ASEAN Common Competency Standards for Tourism Professionals (ACCSTP), Common ASEAN Tourism Curriculum (CATC) and Regional Qualification Framework and Skills Recognition System (RQFSRS) and the ASEAN Tourism Qualification and Equivalent Matrix (ATQEM).
