Scope of Service The consultancy will be undertaken over a continuous effective period of 12 calendar months with approximately 10 person weeks of professional services covering all deliverables. Work will commence immediately after contract signing. A maximum of two teams/individual contractors will be hired to implement the project. Interested contractors can bid on one work area only (either ASEAN GAP Certification or ASEAN GAP Accreditation) or both. We require, at the minimum, the following expertise: Expert on GAP Certification (for maximum of 27 person days). This person will be responsible for Output 3 (Manual on the Design, Operation and Assessment of ASEAN GAP Certification) and collaborate with the Expert on GAP Accreditation for the preparation of Output 2 (Assessment Report). Expert on GAP Accreditation (for maximum of 24 person days). Background With the increasing population in ASEAN, the demand for agriculture products is expected to more than double in the next twenty years, offering rural small-scale farmers an opportunity to transcend absolute poverty. With the embarking of ASEAN Economic Community by 2015, which will develop the region into a single market and production base in goods and a competitive economic region with more equitable economic development, the agriculture sector plays a key role in this regional architecture. Through the ASEAN Economic Community (AEC) Blueprint, adopted by the ASEAN Leaders, the ASEAN Cooperation in agriculture will focus its efforts on the promotion on intra-ASEAN and external trade, improving competitiveness, quality assurance and ensuring safety standards of farm produce. The global demand requires not only for more agriculture products but also good quality products. However the lack of good agriculture practices and standards is considered as a key impediment for ASEAN agriculture development. In responding to these obstacles, the ASEAN Ministers of Agriculture and Forestry (AMAF), in 2006 and 2014, has endorsed the ASEAN Agricultural Best Practices, which consist of Good Agriculture Practices (GAP), Good Animal Husbandry Practices (GAHP) and the Good Aquaculture Practices (GAqP) as tools to improve quality assurance, enhance quality of products, and minimise hazards in food safety, environmental impacts, and worker health, safety and welfare. It is important to note that these standards are process standards. The ASEAN GAP for instance, is a standard for the production, harvesting and post-harvest handling of fruits and vegetables. These standards are developed at the regional level and when AMS do not have their national standards, these regional standards are usually adopted as national standards. Background With the growing awareness on food safety and quality, the establishment of Good Animal Husbandry Practices (GAHP) is very crucial as one approaches in ensuring the production of quality meat and meat products. Food safety should be addressed throughout the food chain from farm to table, that covers the stage from production, processing, storage and distribution. The ASEAN Member States has agreed for the establishment of the ASEAN Good Animal Husbandry Practices (ASEAN-GAHP), focusing on Broiler and Layer. Contemplating the diversity of capability and capacity of AMS, the ASEAN GAHP is developed based on the minimum requirements and commonalities of existing national GAHP in ASEAN, with emphasis on food safety, taking into consideration of basic elements/principles such as biosecurity, animal health and welfare, environmental sustainability, workers’ safety etc. Under the 1st year Project, the 35th ASEAN Ministers for Agriculture and Forestry (AMAF) Meeting in 2014 endorsed the ASEAN-GAHP. With the endorsement of the AMAF, this ASEAN-GAHP will facilitate trade; improve the viability of farmers, and to sustain safe food supply as well as to address the environmental sustainability in the region. With the conclusion of the Project Year 1, and following to the decision of the 2nd Meeting of the ASEAN GAHP Project, held on 9-10 October 2013 in Bogor, Indonesia, the remaining years (Year 2 and 3) of the Project would involve the implementation of the activities, both at the regional and national levels which were identified as priority areas in the Strategic Plan. I. Background The Roadmap for the ASEAN Community (2009-2015) comprised blueprints to guide the timely implementation of ASEAN’s regional integration agenda. Different mechanisms were utilised to monitor the progress of these integration efforts, including the Community Scorecards and other sector-specific monitoring and surveillance tools. The ASEAN Community Progress Monitoring System (ACPMS) is intended to complement the other monitoring tools in tracking the progress of the ASEAN Community building efforts. As the ACPMS covers broad areas of economic, socio-cultural, and the Millennium Development Goals, the enhanced framework and descriptive indicators of the measured outcomes on the envisaged characteristics of ASEAN Economic Community and ASEAN Socio-Cultural Community pillars were presented. The two (2) previous editions of the ACPMS have been well received and this prompted the ASEAN Community Statistical System (ACSS) Committee to commit its support for its regular publication. As such, it is necessary to address the bottlenecks that affect its compilation, particularly those at the national level. It would also be worthwhile to consider how the ACPMS can be further enhanced especially in the context of the ASEAN Community 2025 vision and agenda, which will be launched at the 27th ASEAN Summit in November 2015. I. Background The Initiative for ASEAN Integration (IAI) provides a policy framework to support the participation of ASEAN’s newer member states (Cambodia, Lao PDR, Myanmar and Viet Nam or CLMV) in the ASEAN integration process. The IAI Work Plan II (2009-2015) currently being implemented reflects key programme areas under the three ASEAN Community Blueprints. The IAI Work Plan II is now in its last year of implementation. As such, there is a need to start formulating a new IAI Work Plan with the target of submitting the Work Plan to the ASEAN Leaders for adoption in early 2016. The Post-2015 IAI Work Plan will take into consideration the strengths and weaknesses in the drafting process and implementation of the current and past Work Plans, as well as the relevant recommendations of the mid-term review of the IAI Work Plan II. The direct stakeholders of the project are Senior Government Officials of CLMV, the IAI Task Force and the Initiative for ASEAN Integration & Narrowing the Development Gap (IAI&NDG) Division of the ASEAN Secretariat (ASEC). The new Work Plan will be designed to better serve the strategic needs of CLMV countries and provide a roadmap for the regional bodies between now and ASEAN Communities establishment in 2015, and beyond.
