Advisor for Strengthening ASEAN Secretariat Capacity in Ensuring Effective Implementation of the AEC Blueprint 2025

Tasks and Activities Under the overall guidance of the DSG AEC, the Advisor will be responsible in leading the development, initiation, and implementation of strategic advisory activities on issues pertaining to regional economic integration particularly those related to trade and investment integration. The Advisor will also lead capacity building and outreach activities. The Advisor will perform the following tasks: Provide policy and strategic advisory service to the Secretary General of ASEAN and DSG AEC on pending, cross-cutting and emerging issues pertaining to ASEAN Economic Integration particularly those pertaining to trade and investment integration which are crucial in ensuring effective and timely implementation of the AEC Blueprint 2025. This will be performed in close collaboration with the relevant officers from AEC Department through among others real-time policy advice, sectoral analyses, formulation of actionable documents, and other relevant activities;  Strengthen the capacity of the ASEAN Economic Community Department to effectively monitor, support and respond to the evolving policy needs of ASEAN. TENDER ANNOUNCEMENT: Development of Regional Guidelines on MSMEs Crisis and Disaster Resilience

Needs and Objectives The project intends to contribute towards enhancing MSMEs crisis and disaster resilience through the development of a set of high-level guidelines that will provide recommendations of appropriate and timely measures to minimise the impact of future disasters and crises on MSMEs. This set of guidelines will serve as reference for ASEAN policy makers in putting in place measures to promote MSME resilience during and after a crisis. It is crucial moving forward that the MSME policymakers and MSMEs have the necessary skills and awareness to adequately prepare for such catastrophic events. At the same time, it will advocate for the institutionalisation of safety nets to support MSMEs to cope and recover from these shocks as well as strengthening MSME value chain and smarter supply networks. In the longer term, the use of the Guidelines by the relevant stakeholders is expected to bring about change in policies, institutions and process, towards creating an environment that is supportive of MSME crisis recovery and resilience. The project is an annual priority of the ASEAN Coordinating Committee on Micro, Small and Medium Enterprises (ACCMSME) for the year of 2021. Needs and Objectives The Objective of the Support Unit is to ensure that ACRF Implementation is supported with a strong monitoring and evaluation. The role of the Key Expert in ensuring the effective monitoring and evaluation is crucial as s/he will lead the development and implementation of the M&E Framework. Project Management The project will be funded by the ASEAN-Australia Development Cooperation Program II and managed by AIMD. The Key Expert will report directly to AIMD. AIMD will act as the ASEC key focal point for the project. It will: manage project implementation and monitor progress of the consultancy work; provide technical supervision to the project; assist/facilitate introductory consultation meetings with key Member States/ASEAN bodies focal points; and provide over-all guidance on the presentations and meetings. Needs and Objectives The ultimate goal of the project is to promote a trusted e-commerce environment across ASEAN by eliminating bad or unfair trade practices while strengthening protection for online commerce consumers. The project is expected to enable ASEAN particularly ACCEC in advancing the establishment of regional trust mark scheme by providing tailored practical recommendations on a comprehensive trust mark mechanism. Project Management The project will be funded by AADCP II and managed by ICT & Tourism Division of ASEC. The consultant will be responsible for organising and conducting the scheduled activities in collaboration with the host countries and ASEC. Formulation of the Implementation Plan of the Framework for CLMV Development

Needs and Objectives The implementation of the CLMV Development Framework will pave the pathway to the establishment of CLMV as an Advanced Global Business Hub, as envisaged by the Vision 2030. The Project will support CLMV SEOM in the implementation and monitoring of the CLMV Development Framework by developing a clear, specific, measurable, and achievable action plan covering the period of January 2022 to December 2025. The Project will contribute to the ASEAN Economic Integration Agenda (AEC Blueprint and corresponding sector plans), Master Plan on ASEAN Connectivity (MPAC 2025), ASEAN Comprehensive Recovery Framework (ACRF), and the IAI Work Plan IV (2021-2025). The Implementation Plan shall also further contribute to achieving the Vision 2030 set in the Framework and the Sustainable Development Goals (SDGs).
