Needs and Objectives The Objective of the Support Unit is to ensure that ACRF Implementation is supported with a strong monitoring and evaluation. The role of the Key Expert in ensuring the effective monitoring and evaluation is crucial as s/he will lead the development and implementation of the M&E Framework. Qualifications and Experiences In its proposal, the bidder must demonstrate the following qualifications and expertise: An advanced degree with academic qualifications in public policy, development economics, and/or monitoring and evaluation studies; Extensive experience in conducting (preferably leading) M&E and public policy research and analysis on public sector programs/ issues of similar size and scope; In-depth knowledge and practical experience in integrating gender, environment and social inclusion dimensions in project implementation and M&E, particularly in the context of COVID19 pandemic, is considered an advantage. A thorough understanding of ASEAN and ASEC structure, procedures and mechanism, particularly those relevant to the ACRF M&E, will be considered added value. Strong leadership, management, and administrative capabilities and experience. Strong analytical and problem-solving skills in a complex organisational environment and in work planning. TENDER ANNOUNCEMENT: Feasibility Study of ASEAN Trust Mark Scheme

Needs and Objectives The ultimate goal of the project is to promote a trusted e-commerce environment across ASEAN by eliminating bad or unfair trade practices while strengthening protection for online commerce consumers.  The project is expected to enable ASEAN particularly ACCEC in advancing the establishment of regional trust mark scheme by providing tailored practical recommendations on a comprehensive trust mark mechanism. Reporting The consultant is expected to produce reports in accordance with Section III and IV above. The timing of delivery is indicative and can be adjusted when the consultant’s work plan is developed, subject to mutual agreement. All reports will be submitted based on ASEAN-Australia Development Cooperation Program Phase II (AADCP II) Guidelines for Contractors in draft format to ICT & Tourism Division of ASEC (with a copy to AADCP II) and, following ASEC’s approval, in final form. All outputs and reports must be suitable for publication, although the decision on publication lies with the ASEAN. Needs and Objectives The goal of this project is to establish an enabling ecosystems for digital startup.  It is envisaged that once the framework is established and adopted, relevant ministries in the AMS will make best practicebased policies that will nurture/foster startup ecosystems, particularly in promoting growth of digital startups in their respective countries. Needs and Objectives The goal of this project is to revive the ASEAN tourism industry and instil confidence in travel to Southeast Asia post COVID-19 pandemic. It is envisaged that once the Guidelines is finalised and agreed upon, relevant ministries in the AMS will review relevant national guidelines or standards to harmonise with the regional Guidelines where possible and relevant. These ministries are also encouraged to use the communications plans and tools to disseminate the Guidelines, and the selfassessment tools to industry players to promote use of the Guidelines. Needs and Objectives The goal of this project is to strengthen cooperation among AMS in prioritising, planning, and implementing sustainable infrastructure in a post-pandemic ASEAN. The project is envisaged to benefit a number of stakeholders, including policy-makers, technical experts, multilateral agencies, and the private sector. The key stakeholders relevant to the project may include the Lead Implementing Body for Sustainable Infrastructure (LIB-SI), Senior Transport Officials Meeting (STOM), Senior Energy Officials Meeting (SOME), Infrastructure Finance Working Groups (IFWG) of ASEAN Committee on Capital Market Development (WC-CMD) and ASEAN Capital Markets Forum (ACMF), ASEAN Smart Cities Network (ASCN), ASEAN Digital Senior Officials’ Meeting (ADGSOM), Senior Officials’ Meeting on Health Development (SOMHD), Senior Economic Officials Meeting (SEOM); and ASEAN Connectivity Coordinating Committee (ACCC).
