Needs and Objectives The objective for this assignment is to provide IAI Task Force, especially CLMV representatives, with better understanding of the current status and factors affecting farmers’ productivity and access to market. The assessment will help CLMV prepared well-defined, evidence-backed project proposals, in line with the objectives of the relevant IAI Work Plan Action. Project Management The project will be funded by the ASEAN-Australia Development Cooperation Program II and managed by the IAI & NDG Division of the ASEAN Secretariat. The consultant should be responsible for organising and conducting the scheduled activities in collaboration with the host countries and the ASEAN Secretariat. The Program Planning and Monitoring Support Unit (PPMSU) of AADCP II will provide technical support to IAI&NDG Division for the implementation of this project, as required. Scope of Services The consultancy will be undertaken over a continuous effective period of fifteen (15) calendar weeks with approximately sixty (60) person days of professional services. The assessment will help CLMV prepare well-defined, evidence-backed project proposals, in line with the objectives of the relevant IAI Work Plan Action. Reporting In addition to the project output described in Section III, the Consultant will be expected to submit an Inception Report and a Project Completion Report, according to the timeline set out in Section IV. These reports will be submitted based on AADCP II Guidelines for Contractors in draft format to IAI & NDG Division of the ASEAN Secretariat (with a copy to AADCP II) and, following the ASEAN Secretariat’s approval, in final form. All outputs and reports must be written in a way that is suitable for publication, although the decision on publication lies with the ASEAN. The contractor will also provide regular (weekly, bi-monthly or as agreed with the ASEAN Secretariat) summation of activities undertaken and issues that have arisen. These will be submitted to IAI & NDG Division and AADCP II via email. NEEDS AND OBJECTIVES This project aims to provide consumer protection agencies, as well as other government institutions/ agencies with consumer protection responsibilities, with the knowledge and skills required for them to create and implement policies that enables effective consumer law enforcement. It will prepare two training modules, comprising a set of instructional materials and tools, for use by consumer protection agencies and agencies with consumer protection responsibilities in training and/or enhancing the existing capacities of their staff. It is envisaged that the modules will be used by trainers with more than 5-year experience to train the intended learners, which are personnel with 2-5 years functional experience dealing with consumer protection issues with identified needs to improve their professional competence. These would include staff rendering front line services involving public relations, consumer assistance and complaints management. These new modules, once completed, will be validated and tested through a workshop or Train the Trainers (ToT). The ToT will be attended by relevant government officials with sufficient knowledge and experience to help refine the modules prior to their finalization. For future replication of the training at the national level, there is an intention to tap some participants of the ToT as potential trainers in their respective agencies. Most of them may not have teaching/training experience, which should be taken into consideration in the development of the modules. Needs and Objectives The goal of this project is to facilitate cross-border e-commerce transactions in the ASEAN region, and contribute to creating an environment of trust and confidence in the use of e-commerce in the ASEAN region.It is expected that the Work Plan will enableACCEC to guide discussions on how to advance the implementation of the ASEAN Agreement on E-Commerce over the next five years both at regional and national level. Outputs The main output of this project is the Work Plan on the Implementation of the ASEAN Agreement on E-commerce in 2021 – 2025. In order to deliver the output, the project will produce the following deliverables: Inception Report conceptualises the overall approach, detailed framework, and preparation of work plan, management plan and budget; Mapping Study (as a baseline in developing the work plan) stocktakes regulatory frameworks relevant to e-commerce in each of AMS and identify best practices and/or guidelines both within ASEAN and beyond; The Work Plan on the Implementation of the ASEAN Agreement on E-commerce in 2021 – 2025; and Project Completion Report provides details of all completed project activities, captures lessons learned from the project and provides recommendations for follow-on projects relevant to the implementation of the ASEAN Agreement on E-commerce 2021-2025. Needs and Objectives The goal of this project is to facilitate trade and enhance efficiency for the movement of goods in ASEAN. The project will benefit a number of stakeholders, including policy-makers, technical experts, and the private sector. The key stakeholders relevant to the project may include the ATF-JCC, Coordinating Committee on the Implementation of the ATIGA (CCA), Senior Economic Officials’ Meeting (SEOM), ASEAN Consultative Committee on Standards and Quality (ACCSQ), Senior Officials Meeting of the ASEAN Ministers on Agriculture and Forestry (SOM-AMAF), Senior Officials Meeting on Health Development (SOMHD), and ASEAN Connectivity Coordinating Committee (ACCC). They may be involved involved in the consultation process to provide relevant information, data, and views. As a result of the project, it is expected that the stakeholders and beneficiaries will have (i) a better understanding of the impact of trade-distortive barrier effects on regional trade and find a way forward at a regional approach to reduce the compliance costs incurred to exporters, and (ii) an enhanced capacity to assess and quantify the impact of proposed NTMs. It is envisaged that the relevant ASEAN sectoral bodies will use the methodologies to assess and quantify the potential trade barrier effects of proposed NTMs, which would facilitate policy-makers to determine how best to address or treat the measures, and to make well-informed decisions based on data-driven empirical evidence. Needs and Objectives The overall goal of this project is to support the implementation of the ASEAN GAP. Following the development of the ASEAN GAP standard and its adoption in AMS, this project is expected to establish and promote the adoption of the supporting mechanisms, specifically common certification system in the AMS. It is envisaged that the ASEAN GAP Certification training program will be institutionalised within AMS agriculture training centers. In the short run, it is expected that that there would be better understanding and capacities of government officials to implement a common certification mechanism in ASEAN and promote uptake of ASEAN GAP. Specifically, that auditors and certifiers will possess the knowledge and skills to undertake the task of certifying ASEAN GAP compliant farms. Outputs The outputs of this project includes the following: i) Generic training program/curriculum based on the ASEAN GAP Certification Manual, inclusive of the study guides and questions; ii) Detailed (step by step) trainers’ guide including: a. “flight plan” (topics to be delivered with prescribed time allocation); and, b. teaching notes with suggested exercises/activities and corresponding session plans; and, iii) Set of PPT materials that are ready for uploading The materials will be tested and validated in a pilot training with GAP certifiers/auditors/inspectors preferably with training background (including those from agriculture training centers) as participants from AMSs with a view that the information and knowledge will be cascaded to others in their respective countries.
