Needs and Objectives The goal of the mid-term review is to assess and ensure effective implementation and the achievement of the objectives of SAP SMED 2025. It should highlight main achievements and weaknesses; lessons learnt and points out potential avenues for improving the Action Plan in future. Furthermore, the mid-term review is expected to assess changes in context corresponding to current issues for example, 4IR and digitalisation, circular economy, sustainable development goals and most recently, impact of regional/global crisis that threatens the sustainability of businesses especially smaller business, and make recommendations to ensure the relevance of ACCMSME’s works for the remaining of the SAP SMED implementation period. This project will produce a Report on the MTR of the implementation of the SAP SMED 2025, which is expected to: enable key stakeholders, particularly ACCSME, to make informed decisions in improving implementation effectiveness and performance of the Action Plan; assess overall progress made in delivering SAP SMED 2025, through verification and validation of indicators of completion towards achievement of outcomes; identify changes in the context, taking into consideration current social and economic issues impacting the relevance of SAP SMED 2025; identify drivers and success factors as well as constraints and challenges that cause delay, lessons learned and areas requiring further work or reform; and, produce a set of actionable and concrete recommendations towards improvement of the SAP SMED 2025 and moving it forward. Extended: Tender Announcement: THE DEVELOPMENT OF THE ASEAN ALTERNATIVE DISPUTE RESOLUTION (ADR) GUIDELINES FOR CONSUMER PROTECTION

Needs and Objectives The project aims to enable ACCP and relevant ministries in the AMS in setting up and implementing effective ADR mechanisms in their respective countries. The project will: 1) assess the ADR mechanism/methods available in AMS and identify international best practices both within ASEAN and beyond; and 2) develop a guideline for common approaches to ADRs, including consideration of a mechanism for resolving consumer complaints through consumer groups. The process will include consultations with stakeholders to share experiences and validate the Guidelines prior to the public dissemination. Reporting The consultant is expected to produce reports in accordance with Sections III and IV above. All reports will be submitted based on ASEAN-Australia Development Cooperation Program Phase II (AADCP II) Guidelines for Contractors in draft format to ASEC CCPID (with a copy to AADCP II) and, following ASEC approval, in final form. All outputs and reports must be suitable for publication, although the decision on publication lies with the ASEAN. TENDER ANNOUNCEMENT: Work Planning Assistance for the Initiative for ASEAN Integration (IAI) 2021-2025

Needs and Objectives The project will contribute to regional growth and stability through stronger participation of CLMV countries in ASEAN integration. With the availability of the new Work Plan, it is envisioned that the IAI Task Force, in close coordination with Senior Government Officials of CLMV, will be able to guide the implementation and monitoring of the actions specified in the new IAI Work Plan. Outputs Component 1: i) A draft IAI Work Plan (2021-2025) – an initial draft after the presentation of the outcomes of the national consultations and the conduct of regional workshop 1; and a revised draft after consolidating results of the regional workshop 2 and stakeholders’ forum. The draft Work Plan should at least contain these following sections: Executive Summary Introduction Strategic Framework Context and Approach Strategic Goals and Priority Areas Implementation Mechanism Monitoring and Evaluation Framework The new Work Plan will also consider relevant M&E and reporting requirements in the ASEC systems, if any. TENDER ANNOUNCEMENT: Developing Training Program and Materials for the ASEAN Guidelines on Good Agriculture Practices for Fruits and Vegetables (ASEAN GAP) Certification

Needs and Objectives The overall goal of this project is to support the implementation of the ASEAN GAP. Following the development of the ASEAN GAP standard and its adoption in AMS, this project intends to establish and promote the adoption of the supporting mechanisms, specifically common certification system in the AMS. It is envisaged that the ASEAN GAP Certification training program will be institutionalised within AMS agriculture training centers. In the short run, it is expected that that there would be better understanding and capacities of government officials to implement a common certification mechanism in ASEAN and promote uptake of ASEAN GAP. Specifically, that auditors and certifiers will possess the knowledge and skills to undertake the task of certifying ASEAN GAP compliant farms. Outputs The outputs of this project includes the following: Generic training program/curriculum based on the ASEAN GAP Certification Manual, inclusive of the study guides and questions; Detailed (step by step) trainers’ guide including: ———-a. “flight plan” (topics to be delivered with prescribed time allocation); and, ———-b. teaching notes with suggested exercises/activities and corresponding session plans; and, Set of PPT materials that are ready for uploading The materials will be tested and validated in a pilot training with GAP certifiers/auditors/inspectors preferably with training background (including those from agriculture training centers) as participants from AMSs with a view that the information and knowledge will be cascaded to others in their respective countries.
