Development of Framework for Improving ASEAN Infrastructure Productivity

Status: Completed. The ASEAN Leaders adopted the Master Plan on ASEAN Connectivity (MPAC) 2025 at the 28th ASEAN Summit on 6 September 2016 in Vientiane, Lao PDR. ASEAN aims to build a seamlessly and comprehensively connected and integrated ASEAN that will promote competitiveness, inclusiveness, and a greater sense of Community through five strategic areas, namely, sustainable infrastructure, digital innovation, seamless logistics, regulatory excellence, and people mobility. This project is part of MPAC 2025 Initiative 2, which aims to establish an ASEAN platform to measure and improve infrastructure productivity. Given multiple infrastructure requirements with scarce resources available, it is important for ASEAN Member States (AMS) to ensure that the impact of every dollar invested is maximised by finding ways to reduce the costs and time of developing infrastructure projects without affecting its performance. Moreover, AMS also need to ensure continuous efficiency of existing infrastructure. There is a need to develop a comprehensive framework to enhance future infrastructure planning and development. One of the underlying challenges which AMS encountered in terms of improving infrastructure productivity is the lack of a comprehensive framework to understand the value of infrastructure productivity and the levels of assessing infrastructure productivity that covers the full range of aspects including infrastructure regulations, governance and implementation accountability, among others, for all AMS. Feasibility Study for ASEAN Multilateral Power Trade

Status: Completed. Electricity demand in ASEAN is projected to grow faster than any other final form of energy, accounting for 56% of growth in total energy demand until 2040. As a result, the ASEAN Member States (AMS) will collectively need to construct 350 gigawatts of additional generating capacity, more than double what exists today. This will require an estimated USD 600 billion in generation investments and USD 730 billion in transmission and distribution (T&D) infrastructure. These investments can best be supported through increased regional power integration and, in particular, through the enhanced implementation of a regional ASEAN Power Grid (APG) whereby excess power and reserve capacity can be beneficially shared. Multilateral power trading, as a way to implement the APG, can bring multiple benefits, including reduced system costs, increased energy security and an ability to integrate higher shares of variable renewable energy. This project produces a report identifies a set of minimum political, technical and institutional requirements that the ASEAN member states will need to meet in order to establish multilateral power trading in the region. Some of these minimum requirements can be met by building upon existing efforts in the region. The report also proposes a set of trading arrangements of increasing levels of ambition which, taken together, will enable ASEAN to establish multilateral power trading in a manner that is consistent with maximising national sovereignty and the equitable sharing of benefits. Study to Advance Sustainable Urbanisation in ASEAN

Status: Completed. With the increasing pace of urbanisation comes the immediate need for cities in ASEAN to provide adequate urban infrastructure.  This need is reflected in the Master Plan for ASEAN Connectivity (MPAC) 2025, which aims to advance sustainable urbanisation and scale up the sharing of smart urbanisation models across cities in the ASEAN Member States (AMS). Given the various efforts and available expertise already existing in ASEAN, it is important for all stakeholders to have a common understanding, consolidate experiences and exchange “know-how” on developing cities in a liveable and sustainable way. This project undertook scoping of cooperation for sustainable urbanisation in ASEAN, to identify prioritised areas of work related to sustainable urbanisation that can quickly yield an agreed regional outcome.  It took stock of various initiatives, and share results and lessons learned from relevant past and current regional, national and sub-national initiatives. It defined a roadmap describing time-specific targeted actions or activities and initial indicators of sustainable urbanisation performance as a baseline for future measurement. Establishing the Initial Rolling Priority Pipeline List of Potential ASEAN Infrastructure Projects and Conduct of Pre-Feasibility Studies

Status: Completed This Project responds to the first objective under the Master Plan on ASEAN Connectivity (MPAC) 2025 strategic area on Sustainable Infrastructure of increasing public and private infrastructure investment in each ASEAN Member State, as needed, by establishing a rolling priority pipeline list of potential ASEAN regional infrastructure projects and identifying possible sources of funding whether public, private or a combination thereof. In particular, this Project aims to i) set criteria for eligibility of projects to be included in the pipeline, ii) establish a template based on the criteria to standardize information to be provided by ASEAN Member States for projects that are proposed to be included in the pipeline, iii) carry out an assessment of the proposed projects and construct a rolling priority pipeline, iv) select up to 10 projects for which pre-feasibility studies should be developed, v) conduct the pre-feasibility studies for the selected candidate projects, and vi) present at the pre-feasibility studies and overall pipeline to investors. The Project also aims to map out the capacity building needs of each Member State that would be required to sustain the process for infrastructure prioritization and feasibility evaluation. Study on Establishing an ASEAN Telecommunications Single Market

Status: Completed. This project will identify and recommend possible pathways and a roadmap to support the establishment of an ASEAN telecommunications single market, which is part of the Master Plan for ASEAN Connectivity. It will enable stakeholders of the ASEAN telecommunications industry to take advantage of the opportunities presented by the global, regional, the ASEAN Economic Community and the ASEAN Member States (AMS) market environments; by: (i) Conducting a study on the feasibility of establishing an ASEAN Telecommunications Single Market – the costs, benefits and risks; and (ii) Assessing AMS regulatory and industry readiness for an ASEAN Telecommunications Single Market – the issues, challenges and proposed measures to address them; and (iii) Formulating regulatory recommendations and a proposed roadmap and timeline for establishing an ASEAN Telecommunications Single Market. Formulation of Post-2015 Agenda for ASEAN Connectivity

Status: Completed. At the 25th ASEAN Summit in Nay Pyi Taw in November 2014, ASEAN Leaders tasked the ACCC to undertake a comprehensive review of the implementation of the MPAC and formulate a Post-2015 agenda for ASEAN Connectivity. The Post-2015 agenda for ASEAN Connectivity will provide ACCC with strategic directions on collaborating with the various related agencies at the regional and national level, as well as other key stakeholders including the private sector. As ASEAN Connectivity comprises of cross-cutting activities involving various ASEAN Sectoral Bodies/Working Group, the Post-2015 agenda will ensure that activities are planned, coordinated and monitored in a systematic manner, to establish a truly-connected ASEAN region in the most effective and efficient manner. As an outcome of this project, the Master Plan of ASEAN Connectivity (MPAC) 2025 has now been finalised. It has been adopted by the ASEAN Leaders on 6 September 2016 in Vientiane, Lao PDR.
