Status: Completed South East Asia’s electricity consumption will increase significantly over the coming decades as forecasted by the International Energy Agency (IEA). If electricity supply continues to rely heavily on fossil fuels, this will put increasing pressure on the environment as well as national and global resources. Combined, the existing and planned policy and regulatory frameworks aim to shape the development of South East Asia’s power sectors. These frameworks should identify investment needs, attract sufficient investment sources, and also provide guidance on technologies for investment. Sound frameworks can ensure reliable electricity supply while aiming to limit environmental impacts and inefficient electricity systems in the region. The project aimed to guidance to policy makers in response to these demands by establishing and strengthening the necessary institutions and frameworks for such electricity systems. These responses are expected to identify and deliver more timely and efficient investments, and incentivize more private investments and better technology choices as well as more efficient operational behavior. The project was undertaken by the IEA as a research and policy advice project and include strong cooperation and interaction with the ASEAN Secretariat, HAPUA, power sector officials and private sector companies. Status : Completed The demand for infrastructure is increasing rapidly as the ASEAN region copes with urbanization, high rates of growth, and the push for greater regional integration and connectivity. While the drivers for infrastructure investments vary from country to country, the overall financing gap remains wide. Already overstretched public finances, with limited scope for expanding the concessional Official Development Assistance (ODA) resource envelope – either because of country-specific ceilings on receiving ODA, or due to their status as Middle Income Countries (MICs) – means that governments must consider alternative financing models to leverage private capital into infrastructure. Recognizing the centrality of infrastructure in the region’s development, and the imperative to engage and partner with the private sector, ASEAN has launched several initiatives, including the Master Plan on ASEAN Connectivity (MPAC), the Brunei Action Plan (BAP), the ASEAN Infrastructure Financing Mechanism (AIFM) and the ASEAN Infrastructure Fund (AIF) to identify key infrastructure development priorities, and innovative financing mechanisms. ASEAN Member States are committed to involving the private sector as a source of private capital and expertise in developing sustainable infrastructure projects to support the MPAC. The World Bank has worked very closely with the ASEAN Secretariat as a core team member in the development of the MPAC as well as the establishment of the WB-ASEAN Infrastructure Finance Network. The lack of bankable projects remains the key bottleneck to the flow of private capital in infrastructure. Status: Completed. Effective outreach and communications strategies to ASEAN stakeholders are essential to translate ASEAN’s visions and initiatives of Connectivity into actions and benefits to ASEAN peoples. As online communities increase in size, number, and character, it is crucial for ASEAN to recognise the growing importance of these new communications channels. Understanding how and why these channels work allows ASEAN to craft a coordinated, consistent response on ASEAN Connectivity that reaches the right people with the right content in the right setting. That generates an exponentially greater impact on ASEAN’s stakeholders. However, there are limited online materials related to ASEAN Connectivity that are spread amongst materials for other programs and projects. Additionally, much of the content for ASEAN Connectivity is not written in an optimal way in which stakeholders will find appealing. This makes it difficult not only for users to find content and to learn about ASEAN Connectivity, but also leaves little room for ASEAN Connectivity to have influence on stakeholders. This project developed a set of videos on the Master Plan for ASEAN Connectivity (MPAC) 2025 and ASEAN Connectivity microsite which provides various materials and information related to ASEAN Connectivity. Status: Completed. This project aims to enhance the existing ASEAN Connectivity Implementation Matrix/Scorecard, which will be used as a tool for the ASEAN Connectivity Coordinating Committee (ACCC) to monitor and evaluate the progress as well as impact of the Master Plan on ASEAN Connectivity (MPAC) implementation. The project will enable the ACCC to provide evidence-based information and/or report on the implementation of MPAC and support ACCC coordination efforts with the relevant ASEAN Sectoral Bodies and Working Groups as well as with the ASEAN Connectivity National Coordinators (NCs) for the implementation of MPAC. It is expected that the enhanced Implementation Matrix/Scorecard will establish indicators to assess progress and impact of implementing the key actions set out in MPAC. To operationalize the framework and ensure its sustainability, the project will identify capacity building needs of the ACCC members, NCs and relevant divisions within ASEAN Secretariat (ASEC), in particular the Connectivity Division, and provide training and/or resources to support the implementation. Status: Completed. ASEAN Connectivity (MPAC), which outlines plans of action for increasing physical, institutional and people-to-people connectivity in the region, was adopted by the ASEAN Leaders in 2010. To ensure synergistic implementation of the MPAC by various related ASEAN Sectoral Bodies and Working Groups, related divisions in the ASEAN Secretariat (ASEC) and relevant line ministries in the ASEAN Member States (AMS), it is important to foster a common understanding about ASEAN Connectivity. Unified, consistent messaging appropriate to a broad range of audiences, including the mass media, relevant representatives of the public and private sectors as well as national and local authorities, will need to be developed. This project addressed the above issue by producing a communications strategy which describes ASEAN Connectivity communication goals and objectives, identifies appropriate dissemination channel, implementation options and Monitoring and Evaluation approach. The project supports further actions based on the developed strategy, including development of priority communications tools and products, and implementation of key awareness raising and communication activities to enhance communication efforts on ASEAN Connectivity.
