Improving Research and Advocacy Skills of Business Associations in CLMV Countries

Status: Completed. In support of the Initiative for ASEAN Integration (IAI) Work Plan III’s Micro, Small and Medium Enterprises (MSMEs) Action III, the project aims to assist business associations in Cambodia, Lao PDR, Myanmar, and Viet Nam (CLMV) to better represent the interests of the local business community during policy making by: Identifying gaps for business associations in CLMV countries in developing, managing and delivering advocacy programmes/ activities. Identifying capacity building requirements for CLMV business associations to better conduct business advocacy activities; Providing training and mentoring to participating business associations to develop these skills; and Providing mentoring support for each participating business association to identify and undertake a specific business advocacy activity or programme. Work Planning Assistance for the Initiative for ASEAN Integration (IAI) 2021-2025

Status: Completed. The IAI Work Plan III (2016-2020) is expiring on 31 December 2020. There is a need to prepare a new IAI Work Plan, which will chart the strategic objectives, specific targets and indicators for the remaining period of the ASEAN 2025 – Forging Ahead Together. This project consists of two main components: (1) development of the new IAI Work Plan, which will be an attendant document of the ASEAN 2025 – Forging Ahead Together; and (2) development of the IAI Implementation Plan and project proposals to address identified prioritised actions in the new work plan. As a result of this project, the IAI Work Plan IV (2021-2025) has been adopted by the ASEAN Leaders at the 37th ASEAN Summit on 12 November 2020. The Implementation Plan has also been finalised. Implementation Review of Initiative for ASEAN Integration (IAI) Work Plan III

Status: Completed. The IAI Work Plan III is in its third year of implementation. While implementation rate has been encouraging, it is recognised that a robust monitoring and evaluation arrangements will improve effectiveness and efficiency in the implementation of the IAI Work Plan III. This project aimes to (i) assess the progress of the implementation IAI Work Plan III against stated outputs, and overall outcomes; (ii) identify issues and challenges affecting effective and efficient delivery of outputs and their contribution to desired outcomes; (iii) strengthening implementation arrangements for monitoring, evaluation, and reporting system, (iv) strengthen national and stakeholders’ ownership; and (v) provide recommendations for improving the efficiency, effectiveness, relevance and impact of implementation of the current IAI Work Plan as well as draw initial lessons learned as crucial inputs for the formulation of the next IAI Work Plan. Development of Financial Literacy Programmes for Growing Micro Enterprises in Cambodia, Lao PDR, Myanmar and Viet Nam (CLMV)

Status: completed Financial literacy is defined as possessing an awareness of financial risks and opportunities; to make informed choices; to know where to go for help; and to know how to take effective actions to improve one’s financial wellbeing. The Organisation for Economic Co-operation and Development (OECD) has identified the lack of financial literacy as one of the leading reasons why micro, small and medium enterprises (MSMEs) are unable to grow. This is a significant issue, considering that MSMEs represent the majority (95-99 percent) of enterprises in ASEAN and contribute significantly to employment and economic growth. Financial literacy is particularly low in Cambodia, Lao PDR, Myanmar and Viet Nam (CLMV) countries, and CLMV governments are increasing their efforts to improve financial literacy for enterprises. Despite these efforts, challenges remain in accessing marginalised groups such as women and rural entrepreneurs, providing a holistic approach to strengthening financial literacy, and ensuring relevance for micro-enterprises. This project aims to help CLMV governments develop or improve their financial literary programmes to address specific knowledge gaps in micro-enterprises, or a sub-group of it, based on identified needs of targeted micro-enterprises, good practices and lessons from existing/ past financial literacy initiatives across the four ASEAN Member States. Assessment of the post-harvest losses and post-harvest loss reduction technologies and practices for a seasonal fruit with high export value and/or export potential in CLMV countries

Status: Completed. Post-harvest losses in Southeast Asia remain a persistent problem, and are very high in Cambodia, Lao PDR, Myanmar, Viet Nam (CLMV countries). Reducing post-harvest losses in fruits in CLMV countries is particularly important as CLMV countries export a large proportion of their seasonal fruits. Access to post-harvest reduction technologies and/or practices would directly benefit farmers and help to improve the total volume and value of exports. CLMV countries would benefit from a project which examines current post-harvest loses in a seasonal fruit of common importance and identifies hands-on training on low cost technologies/ practices to reduce losses. This project assessed post-harvest losses along the value chain for mango in Cambodia, Lao PDR and Myanmar, and for dragon fruit in Viet Nam. It then identified the capacity building and technical assistance requirements of these countries to implement low cost and easy-to-use technologies and/or practices to reduce post-harvest losses. Work Planning Assistance for the Initiative for ASEAN Integration (IAI)

Status: Completed. The Initiative for ASEAN Integration (IAI) provides a policy framework to support the participation of ASEAN’s newer member states (Cambodia, Lao PDR, Myanmar and Viet Nam or CLMV) in the ASEAN integration process. The IAI Work Plan II (2009-2015) currently being implemented reflects key programme areas under the three ASEAN Community Blueprints. The IAI Work Plan II is now in its last year of implementation. This project supports formulation of third IAI Work Plan. The third IAI Work Plan takes into consideration the strengths and weaknesses in the drafting process and implementation of the current and past Work Plans, as well as the relevant recommendations of the mid-term review of the IAI Work Plan II. The IAI Work Plan III has now been completed, and adopted at the 28th ASEAN Summit in Vientiane, Lao PDR.
