Numerous ASEAN cooperation programs and projects have been undertaken or are underway to support the achievement of the goals and objectives in the three ASEAN Community Blueprints and the IAI Work Plan 2. ASEAN currently has over 20 multisectoral cooperation programs with its Dialogue Partners and Germany as well as over 380 projects that have been completed, are on-going or are pending. ASEC supports the implementation of these ASEAN cooperation programs and ensures that their outcomes contribute towards the achievement of ASEAN goals and objectives. This project supports ASEC in strengthening the current project management framework and practices. It will begin the process of developing a results-based project management framework by: gathering support from ASEC’s Senior Management, ISO Working Team and ASEC sectoral divisions for good project management framework and practices, analyzing the existing framework and practices in ASEC, assessing institutional roles and responsibilities, and identifying needs for a strengthened framework. This needs assessment resulted in a recommended design for an improved framework. Possible follow-on activities to this project include: establishment of an electronic integrated project management system based on the design developed as a result of this project, preparation of detailed guidelines on project management business processes, and development and implementation of a training program for ASEC officials. This project is a follow-on activity from the AADCP II project proposal writing consultancy. That consultancy supported a two-day, hands-on proposal writing workshop for ASEC officers in November 2010 who were working with the PPMSU in the development of proposals for possible AADCP II support. Discussions with participants indicated a desire to receive additional training in other areas of project development and management. The focus of this project is to provide training for a broader range of skills for ASEC officers. The training will build the capacities of those officers in developing and managing supported projects. It consists of two components: Workshops that provide an overview and awareness training on project management principles. These would involve generic training designed to expose ASEC officers to sound principles of project management. They will be open to all ASEC officers as well as representatives of the ASEAN Sub-Committee on Development Cooperation (SCDC). Continuation of workshops and training in more advanced competencies. This project assists the PPMSU and AADCP II specialists in identifying those skills necessary for effective project development and management and in measuring capacity building needs. This information coupled with the training toolkit to be produced will facilitate the development of a broader capacity development program. This project will produce a statistical report on the state and progress of the ASEAN Community in the achievement of its key societal outcomes based on the ASEAN Community Progress Monitoring System (ACPMS). It will serve as a tool for evidence or knowledge based decision-making and policy creation in the region. The report will complement the AEC Scorecard and the program with the World Bank, and can be regularly presented to the ASEAN Leaders, policy makers and people in general. While the World Bank project is primarily focused on developing indicators for the AEC, particularly Pillars I and IV, the ACPMS is broader as it looks at indicators for the entire ASEAN Community. The ACPMS will also provide additional information for Pillars II and III of the AEC. Project implementation is led by ASEAN-Stats in consultation with the ASEAN Member States and key user groups. Status: Completed. This project supports regional public dialogue among various stakeholders, as a measure to complement monitoring of the establishment of the AEC. It provides support for the ASEAN Economic Community Symposium series, which will be held annually from 2012 to 2014. The symposium series will facilitate dissemination of AEC monitoring results to a wider audience within the region, particularly the private sector. Private sector feedback is a crucial input that serves as a reality check for ASEAN. It will inform whether AEC measures and initiatives bring tangible impact to the business community, and it will provide guidance for prioritizing issues and measures to ensure timely accomplishment of the AEC. The first ASEAN Economic Community Symposium was held on 19 September 2012 at the ASEAN Secretariat. Notes from the symposium can be downloaded here. The second “AEC Symposium: Creating Opportunities for Businesses including SMEs in ASEAN” was held on 13 October 2014 in Yangon, Myanmar. Download the presentations here. The third AEC symposium was conducted on 6 September 2016 in Vientiane, Lao PDR, in conjunction with the ASEAN Business and Investment Summit (ABIS) 2016. The project supported the development of the “Global Megatrends: Implications for the ASEAN Economic Community” publication, which aims to further increase awareness and understanding of key issues and drivers of global megatrends, and their implications for ASEAN integration agenda, among a wider audience of readers. Status: Completed This project supports the establishment of a monitoring and evaluation capacity in the Secretariat and in Member States for achieving the ASEAN Economic Community (AEC) goals. As ASEAN nears the setting up of the AEC in 2015, regular monitoring and evaluation of progress is important. This project helps ASEAN carry out some important data collection, key monitoring and analytical studies, and in parallel build capacity among ASEAN Secretariat (ASEC) and the ASEAN Member States. The project produces an ASEAN Trade Integration and Facilitation Monitoring and Assessment Report, develops a database and indicators of actual trade services, regulations and restrictions in ASEAN priority services sectors and produces an ASEAN Services Integration Report. The project supports the ASEAN Secretariat (ASEC) in strengthening its corporate business processes through a study that will analyse the needs and assess the feasibility of establishing an integrated, transparent information technology automation mechanism. This project: i) analyse the existing business processes and IT system in ASEC, ii) conduct an assessment of ASEC’s current needs as well as future needs and requirements within the context of ASEC’s mandates and strategies, and iii) assess institutional roles and identify capacity development needs. It recommends options for a suitable Enterprise Resource Planning (ERP) system for ASEC based on identified business and operational drivers.
