Status: Completed. The SAP SMED 2025 was adopted by ASEAN in November 2015 to enhance Micro, Small and Medium Enterprises (MSME) competitiveness, resilience and to enable greater benefits from ASEAN economic integration. It serves to strengthen MSMEs in an increasingly competitive global economic environment. It supports initiatives conducive to improving the policy environment for MSME’s to drive productivity and innovation, as well as supporting inclusive and equitable development. This project supports the mid-term review (MTR) of the SAP SMED 2025. The main objective of the MTR is to assess the extent to which SAP SMED 2025 has been effectively implemented, the degree to which outcomes have been achieved, and to make recommendations that will improve implementation. It will enable key stakeholders, particularly the ASEAN Coordinating Committee on Micro, Small and Medium Enterprises (ACCSME), to: make informed decisions to improve implementation effectiveness and performance understand drivers, success factors and lessons learned, as well as constraints and challenges that cause delay and areas requiring further work or reform consider a set of actionable and concrete recommendations towards improving implementation of the SAP SMED 2025 and moving it forward. Status : Completed. Driven by technological advances, the Fourth Industrial Revolution (4IR) has brought about unprecedented, rapid, transformative, and irreversible changes to the way we produce, work, and interact. A new chapter in human development, the phenomenon merges physical, digital, and biological worlds in ways that create both huge opportunities and challenges, and requires a paradigm shift in policy responses, governance, and regulations. The magnitude of such shift was not as visible in 2015 when the ASEAN Economic Community Blueprint 2025 was finalised. Notwithstanding highest political recognition given by the ASEAN Leaders on the importance of the 4IR in 2017, as well as the increase in number of 4IR-related initiatives across the three pillars of the ASEAN Community in recent years, there has yet an overarching, or umbrella, document that guides ASEAN’s work on the 4IR. Given the rapidly changing pace of technological development and the indispensability of these new technologies in our work, lives, and daily interactions, the need for a coherent narrative for ASEAN in addressing the 4IR is becoming more urgent, and is not something to be addressed only in the successor document of the ASEAN Community Vision 2025 or its corresponding blueprint. To this end, there is a shared understanding on the need for ASEAN to develop a coherent strategy that will clearly and holistically articulate ASEAN’s 4IR agenda and directions to both internal and external stakeholders to garner their support for effective implementation. This project supports development of Development of Consolidated Strategy on the Fourth Industrial Revolution (4IR) for ASEAN. The Consolidated Strategy not only sets out the context of 4IR globally and the...

Status: Completed. The IAI Work Plan III (2016-2020) is expiring on 31 December 2020. There is a need to prepare a new IAI Work Plan, which will chart the strategic objectives, specific targets and indicators for the remaining period of the ASEAN 2025 – Forging Ahead Together. This project consists of two main components: (1) development of the new IAI Work Plan, which will be an attendant document of the ASEAN 2025 – Forging Ahead Together; and (2) development of the IAI Implementation Plan and project proposals to address identified prioritised actions in the new work plan. As a result of this project, the IAI Work Plan IV (2021-2025) has been adopted by the ASEAN Leaders at the 37th ASEAN Summit on 12 November 2020. The Implementation Plan has also been finalised. The project undertook in-depth assessments to complement preparation of selected project proposals from the IAI Work Plan IV. The five in-depth assessments include: Assessment of smallholder farmers’ productivity and access to markets in CLMV Assessment on Agricultural Techniques and Technologies to Mitigate the Potential Negative Effects of Climate Change in CLMV Countries Assessment on the Adoption of Digital Technology by MSMEs in CLMV Countries and Integration of CLMV MSMEs into Global Value Chain Assessment on Nutrition Surveillance and Mechanisms to Reduce Malnutrition in CLMV Countries Assessment on Strengthening Public Health Security to Prevent Infectious Disease through the Adoption of Digital Technology in CLMV Countries Please contact ASEAN Secretariats IAI & NDG Division for more info on these assessments, as well as the 10 project proposals that were developed through AADCP II support. Status: Ongoing By end 2020, ASEAN is expected to: (i) conclude the implementation of the ongoing ASEAN Minerals Cooperation Action Plan (AMCAP-III) Phase 1: 2016-2020 with the delivery of a well-maintained, and up-to-date minerals database and information system, and, (ii) adopt a new AMCAP-III Phase 2: 2021-2025 as the next blueprint for ASEAN minerals cooperation. This project proposes to help meet these requirements through the conduct of: (i) a study on the Development Prospects of ASEAN Minerals Cooperation (DPAMC), and, (ii) scoping and analysis to design an enhanced ASEAN Minerals Database and Information System (AMDIS). Component 1 will produce a report to stock-take existing ASEAN minerals development and cooperation and propose corresponding regional strategies and measures to pursue the study’s recommendations under AMCAP Phase 2. Component 2 will serve as an initial step to eventually deliver an enhanced AMDIS that shall serve as the central repository and primary communication platform for ASEAN minerals cooperation as well as in minerals trade and investment. The project will contribute to ASEAN’s goal of facilitating trade and investment in minerals and deepening the contribution of the sector towards ASEAN Economic Integration. Status: Completed As the implementation of the Master Plan on ASEAN Connectivity (MPAC 2025) progresses, it is important to ensure the effectiveness of the strategies to advance the 15 initiatives under the five strategic areas. To ensure robust performance management as part of the overall implementation strategy, this mid-term review (MTR) took stock of the implementation progress of MPAC 2025 to date, drew lessons learned by identifying drivers, success factors, constraints and challenges to achieve the intended outcomes. To ensure synergies, the MTR also assessed relevance of the MPAC 2025 initiatives and activities against the ASEAN Community Blueprints 2025, as well as other regional and sub-regional connectivity-related projects. It also assessed the institutional mechanisms and identify the linkages between the MPAC 2025 and relevant ASEAN sectoral work plans to make concrete and practical recommendations to boost implementation of MPAC 2025 towards the ASEAN Community Vision 2025. At the end, a set of concrete, actionable recommendations to improve overall implementation of MPAC 2025 have been identified. Status: Ongoing. The ASEAN Sustainable Urbanisation Strategy (ASUS) was launched at the 22nd ASEAN Coordinating Council (ACC) Meeting on 13 November 2018. Since then, ASUS and its accompanying toolkits have been disseminated to city networks in ASEAN. This project will select a number of interested ASEAN cities based on an objective set of criteria, and provide support to these participating cities to undertake the necessary preparations for implementation of a relevant ASUS action plan. While its main objective is to promote implementation, the support also aims to collect, document and disseminate lessons learned from the preparation process to encourage other cities to adopt ASUS into their urban development plans. The project will also help increase knowledge on the state of urbanisation in the region. This project is being implemented by UN-Habitat. More info on ASUS is available at the ASEAN Connectivity website. Related project: Study to Advance Sustainable Urbanisation in...
