Study on Mutual Recognition Models for the ASEAN Agricultural Best Practices

Status: Completed The ASEAN Ministers of Agriculture and Forestry has endorsed the ASEAN Agricultural Best Practices, which consist of Good Agriculture Practices for Fruits and Vegetables (endorsed in 2006), Good Animal Husbandry Practices for Broilers and Layers (endorsed in 2014) and the Good Aquaculture Practices for Food Fish (endorsed in 2014) as guidelines to improve quality assurance, enhance quality of products, and minimise hazards in food safety, environmental impacts, and  worker health, safety and welfare. In addition, a number of ASEAN standards in agriculture products such as those for organic agriculture and horticultural produce have been developed. As a priority area for integration, the harmonization of standards and trade certifications are expected to enhance trade among ASEAN Member States (AMS) as well as promote long-term competitiveness in the global market of agricultural products from ASEAN. Adoption of these standards by AMS is not mandatory, but they serve as benchmarks for AMS in developing or improving their own agricultural practice standards. Beyond the benefits in food safety and farmer’s health and welfare, ASEAN sees the need for establishing an efficient mechanism for implementing the standards both at the national and regional level. As agricultural standards and guidelines are important in the procurement and risk reduction processes, the presence of a regionally recognised and acceptable mechanism to support their operationalisation will increase the chances of AMS to hook up with the regional as well global agrifoods value chain. Supporting the transition phase in establishing the Regional Secretariat for the Implementation of MRA on Tourism Professionals

Status: ongoing The ASEAN Tourism Ministers (ATM) signed the Mutual Recognition Arrangement (MRA) on Tourism Professionals (TP) on 9 November 2012. This instrument aims to facilitate the mobility of tourism professionals within the region. In 2010, the ATM endorsed the MRA Follow-up Implementation Requirements which includes the Establishment of aRegional Secretariat that would promote implementation of the MRA-TP by providing support for its operations and management as well as implementation of related projects and activities. Currently, preparatory work for the Regional Secretariat establishment are being managed by the ICT and Tourism Division of the ASEAN Secretariat. These include (1) monitoring the progress of signing of the Agreement for the establishment of the Regional Secretariat, (2) development of the ASEAN Tourism Professionals Registration System (ATPRS), (3) provision of support in the preparation of the convening of an International Conference in mid-2016, and (4) oversight functions  to ensure proper utilisation of the toolboxes for tourism labour divisions, including training of Master Trainers and Master Assessors. In order to facilitate the transfer from the ICT & Tourism Division to the Regional Secretariat, an Ad-Hoc team is currently in place to implement these tasks. Toolbox Development for Tourism Labour Divisions: Travel Agencies and Tour Operation

Status: Completed. This project aims to develop the third set of training toolboxes for the travel agencies and tour operations divisions. At the end of this project, there will be a complete set of 242 toolboxes for the various tourism divisions as required by the Common ASEAN Tourism Curriculum (CATC). The toolboxes contain resources/manuals that will be directly used by tourism training and education institutions in ASEAN Member States in delivering standardised competency-based training under the MRA on Tourism Professionals. Capacity Building for ASEAN Financial Integration Framework – Phase II

Status: Completed This project aims to strengthen the capacity of Central Banks/Monetary Authority from certain ASEAN member states to implement strategies and plans to achieve the objectives of financial integration under the ASEAN Economic Community (AEC). The project comprises a series of customised learning programmes for BCLMV following the ASEAN Banking Integration Framework Learning Roadmap (ALR) namely: (i) Layer 1: Fundamentals of Financial Markets which set the foundation that banks operate in a bigger environment; (ii) Layer 2: Business of Banking to know the risks and contemporaneous issues faced by banks; (iii) Layer 3: Banking, Business Lines and Interaction with Other Sub-Markets to understand the implication that banks interact with other financial sub-markets; and (iv) Layer 4: Systemic Risk and Financial Stability to appreciate the key consequences of regional integration and systemic risk. In 2016, the four training programmes were conducted in collaboration with the South East Asian Central Banks (SEACEN) and the Asian Development Bank (ADB). Formulation of Post-2015 Agenda for ASEAN Connectivity

Status: Completed. At the 25th ASEAN Summit in Nay Pyi Taw in November 2014, ASEAN Leaders tasked the ACCC to undertake a comprehensive review of the implementation of the MPAC and formulate a Post-2015 agenda for ASEAN Connectivity. The Post-2015 agenda for ASEAN Connectivity will provide ACCC with strategic directions on collaborating with the various related agencies at the regional and national level, as well as other key stakeholders including the private sector. As ASEAN Connectivity comprises of cross-cutting activities involving various ASEAN Sectoral Bodies/Working Group, the Post-2015 agenda will ensure that activities are planned, coordinated and monitored in a systematic manner, to establish a truly-connected ASEAN region in the most effective and efficient manner. As an outcome of this project, the Master Plan of ASEAN Connectivity (MPAC) 2025 has now been finalised. It has been adopted by the ASEAN Leaders on 6 September 2016 in Vientiane, Lao PDR. ASEAN Investment Report 2015-2022

Status: Completed. The ASEAN Economics Ministers (AEM) and the ASEAN Investment Area Ministerial Council meetings in 1999 mandated the publication of an annual public investment report to provide information on trends and developments related to foreign direct investments (FDI) in ASEAN. The aim of these reports is to increase understanding of the investment regimes in ASEAN Member States (AMS) and the region’s investment climate. The reports will also articulate how efforts towards regional integration are shaping the trends and developments in FDI flows into and within ASEAN. Following the adoption of the ASEAN Economic Community (AEC) Blueprint in 2007, the ASEAN Investment Report (AIR) has also served to inform investors on key AEC investment measures and initiatives, including investment policies in the priority integration sectors. This project supports drafting of the annual ASEAN Investment Report from 2015. The latest report, the “ASEAN Investment Report (AIR) 2022: Pandemic Recovery and Investment Facilitation” was launched at the ASEAN Economic Ministers-25th ASEAN Investment Area Council meeting on 14 September 2022.
