Over the years, monitoring mechanisms have been developed to track ASEAN’s progress in the implementation of the ASEAN Communities. The ASEAN Economic Community (AEC) Scorecard monitors compliance against the AEC Blueprint. A similar Scorecard has been developed to monitor progress in the implementation of the ASEAN Social-Cultural Community (ASCC) Blueprint. Reports have also been prepared on the progress made by ASEAN in achieving the Millennium Development Goals. The ASEAN Community Progress Monitoring System (ACPMS) complements these set of monitoring mechanisms. The ASEAN Brief 2012: Progress Towards the ASEAN Community contains 18 indicators that assess the extent of ASEAN integration, focusing on the AEC and ASCC. It is a preview of the full report, which contains more sets of indicators and in-depth analysis on a per-country basis. The impending launch of the ASEAN Economic Community by end 2015 has generated a lot of attention and interest from the private sector on what exactly constitutes the AEC and the impact on business. The Symposium was organised with the aim of creating awareness of the AEC and to foster better understanding among the private sector especially the SMEs of the opportunities created by ASEAN integration. Since the AEC goal was first announced by the ASEAN Leaders in 2003, countries in the region have been implementing measures to create a single market and competitive region. Since the adoption of the ASEAN Economic Community (AEC) Blueprint in 2007, ASEAN has undertaken various efforts to monitor its implementation. Building upon the AEC Scorecard, this inaugural ASEAN Integration Monitoring Report (AIMR) assesses the progress in four AEC-related dimensions: merchandise trade, trade facilitation, services trade and investment. It focuses on policy and market integration outcomes achieved in ASEAN Member States (AMS), as part of the first pillar of the AEC formation process. The aim is to assess progress drawing on evidence from a large range of indicators on policies and outcomes. The report then suggests priorities for future actions for implementing the AEC 2015 goals. This report has been jointly produced by the Association of Southeast Asian Nations— ASEAN Secretariat (ASEAN Integration Monitoring Office) and the World Bank (Office of the Chief Economist, East Asia and Pacific Region) as part of the Advisory Services program of the World Bank for ASEAN.
