This project, completed in November 2010, was an initial effort to assess the situation regarding the free flow of skilled labour, a key element of the single market and production base component of the AEC Blueprint. The Study focused on skilled professional labour and produced a number of practical recommendations for possible follow-up activities to support further liberalisation. A series of preliminary observations were prepared for the ASEAN Economic Ministers Meeting in August 2010. An important element of the study was that with CCS coordination it brought together officials from additional sectoral bodies dealing with immigration, labour and education whose activities will be essential to the achievement of the Blueprint goals regarding the free flow of skilled labour. A number of recommendations dealt with issues outside of the parameters of the AEC and therefore will not be supported under this program. However, they may be followed up with funding from other sources.
